That whole episode is a ridiculous parody on bureaucracy where he gets demoted from 36 _to_ 38 and then promoted back to 36 (except when they found out he solved the problem in too short of a time he gets bumped down (?) back to 38). He had to expose the antagonist on a minor detail from High School to get bumped back up to 37.
The statement issued by the Central Proctor judiciary committee is _supposed_ to give the aire that technically correct is _obviously_ stupid
